Midland/Odessa Economy Downturn May Be Over

The downturn in the economy may be headed toward an upswing.

According to the Midland Reporter-Telegram, the Texas Permian Basin Petroluem Index rose in August for the first time in 13 months, signaling that possibly the downturn of oil might be over.
